Question to the Department for Work and Pensions:

To ask the Secretary of State for Work and Pensions, what steps he is taking to help support women in Hornsey and Wood Green constituency to return to work after a career break.

Local Jobcentre teams are supporting residents into work and helping those in work to progress to higher paid jobs. We are working with local and national employers to help fill vacancies quickly, delivering Sector-Based Work Academy Programmes (SWAPs), recruitment days, Job Fairs, and work trials, all of which can help support women to return to work after a career break.

In addition, one to one support from a Work Coach and Contracted Employment Programmes, the department also offers help with CVs and employability skills, mentoring circles for people aged 50 plus and support with childcare costs. Where a Work Coach identifies a barrier to securing or progressing in employment, they can use the Flexible Support Fund (FSF) to procure clothing, tools, digital devices, and to help with travel to work costs.

In Haringey, we are working with the Construction Youth Trust to support more women into construction roles, with referrals made by Jobcentres across the borough, and funding available to support women who want to work in this sector.

To help facilitate signposting discussions with claimants, staff have access to a database of national and local support information, the District Provision Tool as well as the new Managed Jobs and Opportunities which ensures that claimants can access tailored support where required. This includes provision aimed at women across London such as Dress for Success, a service that supports women to improve their confidence when attending interviews and Smart Works, a UK charity that provides high quality interview clothes and interview training to unemployed women.

We are also working with Transport for London and the College of North East London on their Women into Transportation and Engineering provision. This provides two weeks of pre-employment training, covering CV writing, and workplace skills, plus a Smart Works coaching and styling appointment designed to give participants the confidence to apply for the roles offered within the programme

To ask the Secretary of State for Transport, what steps he is taking to encourage more women to cycle.

Active Travel England (ATE) provides £2 million per year to the Big Bike Revival project, which focuses cycling activities on underrepresented groups, such as women. In 2022/23, 59% of participants in Big Bike Revival were female.

ATE also provides funding to local authorities to enable women and other underrepresented groups to increase levels of cycling through the Capability Fund. Design guidance for new infrastructure, such as that funded through the Active Travel Fund, requires that new schemes are accessible to all users, including women. Bids must demonstrate that the safety and confidence of women had been factored into the design of active travel schemes.

Public Transport: Sexual Harassment

To ask His Majesty's Government, further to the recent survey conducted by the Rail, Maritime and Transport Union, which found that 40 per cent of women public transport workers have been sexually harassed at work, what steps they are taking to combat sexual harassment in the transport sector and prevent it from worsening.

As part of the 2021 cross-government tackling Violence Against Women and Girls (VAWG) Strategy, the government appointed the independent VAWG Transport Champions. In March 2022, the VAWG Transport Champions published 13 recommendations which have been crucial in informing the work of DfT on tackling VAWG on transport.

The safety and security of female rail workers is and will continue to be of paramount importance for the Government and for train operators. The Department funds the national Rail Delivery Group ‘Zero Tolerance’ campaign against sexual harassment on the railway. The campaign aims to educate passengers and staff of what constitutes sexual harassment and informs people of the action they can take to report it if they witness it or are a victim themselves. A dedicated CrimeStoppers line is in operation for all those who wish to report anonymously.

The British Transport Police will investigate every report of sexual harassment on the railway; incidents can be reported to British Transport Police via text on 61016, via the Railway Guardian App, online, or in an emergency by dialling 999.

All Train Operators are also required to develop, maintain and implement a Safeguarding on Rail Scheme, accredited by the British Transport Police.

To ask the Scottish Government what preparations in relation to (a) public safety and (b) transport are being taken for the upcoming Taylor Swift concert in Edinburgh, in light of the anticipated demographic of the audience being primarily younger women.

The Taylor Swift concerts are wholly commercial events and the Scottish Government has no locus for involvement. It is the responsibility of the City of Edinburgh Council as the relevant licensing authority to oversee events of this nature, including ensuring compliance by the organisers with the appropriate public safety regulations.

Like with similar major events, security arrangements including the deployment of officers is an operational decision for Police Scotland.

Enhanced transport arrangements have been put into place across Lothian Buses, Edinburgh Trams and ScotRail services to meet the increase in demand expected over the weekend. This includes adding later trains on numerous routes and providing additional carriages on existing rail services to manage the demand. There will be enhanced staffing plans and additional British Transport Police (BTP) officers in place at key locations, as well as on board trains to ensure a safe environment for passengers traveling to and from the event.
